**AN ACT** Relating to teacher wellness; providing for biomarker tracking, wellness programs, and systemic support for educators; and making an appropriation. **BE IT ENACTED BY THE LEGISLATURE:** **Section 1. Short Title** This Act may be cited as the "Teacher Wellness and Biomarker Tracking Act." **Section 2. Findings** The Legislature finds that: (1) Teacher burnout is a public health crisis affecting 50% of educators within five years of entry; (2) Cellular senescence and chronic stress are measurable biological markers of teacher burnout; (3) Evidence-based interventions can reverse burnout and improve teacher retention; (4) Student achievement is directly correlated with teacher wellness. **Section 3. Definitions** - "Biomarker" means a measurable indicator of biological state, including but not limited to cellular senescence markers, stress hormones, and inflammation indicators. - "Six-Pack Model" means the evidence-based framework consisting of MOVE, NOURISH, RESTORE, CONNECT, TRANSFORM, and MEANING components. **Section 4. Teacher Wellness Programs** (a) Each school district shall implement a comprehensive teacher wellness program based on the Science of Teacher Care. (b) Programs shall include: (1) Annual biomarker tracking for all teachers (voluntary participation); (2) Access to wellness resources aligned with the Six-Pack Model; (3) Workload reduction strategies to prevent burnout; (4) Mental health support and counseling services; (5) Professional development on wellness practices. **Section 5. Funding** The Legislature appropriates $50 million annually to support implementation of teacher wellness programs statewide. **Section 6. Reporting** The Department of Education shall report annually on program outcomes, including teacher retention rates, biomarker trends, and student achievement correlations. **Section 7.
